Council members cite 'irregularities' in the state budget

Abu Dhabi: The Federal National Council (FNC) on Tuesday chastised the Government for "irregularities committed time and again in the state's budget".

The House also questioned the government's ability to adopt a programme-based budget, as it was debating the closing accounts for fiscal year 2008.

Lack of appropriations

"Certain ministries which have always complained over the lack of appropriations, failed to carry out their projects for which allocations were made in the budget," said Dr Amal Al Qubaisi, a member from Abu Dhabi.

"The Ministry of Education failed to spend a fils from its allocations, while the Ministry of Health and the Ministry of Public Works carried out just 48 per cent and 21 per cent respectively," Al Qubaisi said.

She questioned the performance of these ministries and whether their strategies are for the good of the citizens.

Many of the FNC members also accused the Ministry of Finance and Industry of failing to control the finances of other ministries.

They said irregularities in the state's budget are repeatedly committed and no measures are taken against those who break laws and the Constitution.

Yousuf Bin Fadil, a member from Umm Al Quwain, said "irregularities are committed time and again on a yearly basis. They are even getting bigger by the year.

"These irregularities are perpetrated against public money, but those who break laws and the Constitution are not brought to answer."

Obaid Humaid Al Tayer, Minister of State for Financial Affairs, said performances of other ministries may not be discussed in the absence of the ministers concerned.
